Technical Operation Regulations for Safety Inspection of Stainless Steel Storage Tanks

Periodic inspection of storage tanks is divided into external inspection, internal and external inspection and comprehensive inspection. The inspection cycle shall be determined as appropriate according to the technical status and use conditions of the equipment, but the external inspection shall be at least once a year, the internal and external inspection shall be at least once every 3 years, and the comprehensive inspection shall be at least once every 6 years. If the tank has been used for 15 years, the internal and external inspection shall be carried out every two years; if the tank has been used for 20 years, the internal and external inspection shall be carried out at least once a year. For stainless steel storage tanks that have been regularly inspected, the inspector shall submit an inspection report indicating whether the stainless steel storage tank can continue to be used or special monitoring measures need to be taken. The inspection report shall be stored in the technical file of stainless steel tank.
 
② Preparation before inspection
 
a. Check the relevant technical information to understand the defects found in the manufacture, installation and use of stainless steel storage tanks.
 
B. The residual gas in the storage tank is replaced and cleaned, and the sampling analysis meets the safety standard.
 
c. Open all the manholes of the stainless steel storage tank, remove the inner parts of the tank, and remove the dirt on the inner wall.
 
D. remove the internal medium of the storage tank, and use blind plates to partition the equipment and pipelines connected to it, and there should be obvious partition marks.
 
 
e. Cut off the power supply associated with the tank. When entering the tank for inspection, a low-voltage explosion-proof lamp with a voltage not exceeding 12V or 24V should be used, and a special person must be assigned to monitor the outside of the tank. When the power supply voltage of inspection instruments and repair tools exceeds 36V, well-insulated flexible wires and reliable grounding wires must be used.
 
f. The tank farm shall be equipped with fire fighting, safety and ambulance facilities. If hot work is required, hot work approval procedures must be handled in accordance with regulations.
 
   
③ Inspection contents
 
a. Main contents of external inspection
 
1) Whether there are any abnormal phenomena such as crack, deformation and local overheating on the outer surface of the storage tank.
 
2) Whether the anti-corrosion coating, insulation layer and equipment nameplate of the storage tank are in good condition.
 
3) Whether there is leakage in the connecting pipe weld and pressure elements of the storage tank.
 
4) Safety accessories and control devices are complete, sensitive and reliable.
 
5) Whether the fastening bolts are in good condition, and whether the foundation has abnormal phenomena such as sinking and tilting.
 
B. Main contents of internal and external inspection
 
1) All items of external inspection.
 
2) There is no medium corrosion or erosion wear on the inner and outer surfaces of the storage tank and the opening connection.
 
3) When there is corrosion on the inner and outer surfaces of the tank body, multiple wall thickness measurements shall be carried out on the suspected parts. If the measured wall thickness is less than the design minimum wall thickness, the strength shall be re-approved, and suggestions on whether the maximum working pressure can continue to be used and allowable.
 
4) When the inner wall of the tank has defects such as carbon removal, stress corrosion, intergranular corrosion and fatigue crack, the metallographic examination and surface hardness measurement shall be carried out, and the inspection report shall be submitted.
 
5) All welds of the storage tank, head transition zone and other stress concentration parts have no fracture or crack.
 
 
 
c. Main contents of comprehensive inspection
 
1) All items of internal and external inspection.
 
2) NDT spot check shall be conducted on the main weld or shell, and the spot check length shall be 20% of the total weld length or shell area of the container.
 
3) After passing the internal and external inspection, the water pressure test shall be carried out according to 1.25 times of the design pressure of the storage tank and the air tightness test shall be carried out according to the design pressure of the storage tank. During the above test, the storage tank and the welds of each part have no leakage, and the storage tank has no visible abnormal deformation, which is qualified.
